(INACTIVE) Public call for co-financing social welfare programmes for 2026

Purpose of the call

The Ministry of Labour, Family, Social Affairs and Equal Opportunities is launching a public call to co-finance public and developmental social welfare programmes for 2026 aimed at preventing and addressing social distress among the population.

Programmes may address (among others): violence prevention, addictions, mental health, homelessness, children and youth, older people, supported living for persons with disabilities, Roma social inclusion, specialised support for victims of crime, and other programmes tackling social hardship.

Available funds

The indicative total budget amounts to EUR 5,500,000. Funding is allocated first to public programmes, then to developmental programmes.

Public programmes: 9 January 2026

Developmental programmes: 16 January 2026

Funding intensity

The Ministry may cover up to 80% of the total planned eligible programme expenditure.

Eligible costs

  • Eligible costs include:
  • staff costs,
  • materials and services (e.g., utilities, rent, supervision, accounting, user meals, printing),
  • group and workshop costs,

Non-eligible costs (examples): purchase of equipment/vehicles/furniture, ICT equipment, depreciation, debts and interest.

Key eligibility requirements

Applicants must, among other conditions:

  • be a legal entity operating on a non-profit basis and registered for social welfare activities,
  • meet staffing, premises and technical requirements,
  • ensure at least 20% co-financing of the total programme value (with specific limits set in the call),
  • provide programme availability generally at least 5 days per week (as specified in the call).
